Regionalism in CEE- lesson to be learned
The EU new member states had to adapt to the EU Structural Funds regime in order to absorb subsidies. One of the buzzword of this adaptation process was regionalism and partnership which had a crucial impact on rescaling and overall reform of public administration in CEE. After almost a decade, however, we have to face the results. Did reforms bring real decentralisation and better performance? Path dependency or too uniform conditionalism is the reason of failure?
