The main goal of my paper is an attempt to answer the question of whether there is cooperation between the three regional actors: entrepreneurs, policy makers and institutions established for the creation and development of innovations (for example technological parks) in the Silesian Voivodship. The transformation of the old industrial region from coal-based economy to knowledge based economy seems to be particularly important but also extremely difficult and it will be a long-term process. Thus, good cooperation between these regional actors seems to play a key role in building a modern learning region. I will try to answer this question basing on the results of research conducted in the first quarter of 2011.
