The role of human capital - from industrial to learning region –The case of Silesian region

The condition for the connection of the regional economies to global processes is the ability to improve its efficiency in using the resource of the region. Knowledge is now becoming a key resource and valuable ability is to manage it and co-operate with main institutions that produce it and promote its diffusion. Human capital of the region determines its success. Silesia is a region with the largest number of specialists with higher technical education in Europe. Concentration of industry and creating class of professionals make this traditional industrial region to become a learning region. Surveys conducted among the regional leaders and entrepreneurs confirm this.
