From industrial district to learning region: accomplishments and biases
The paper presents research results in the topic of learning region development in Upper Silesia. The concept was based on theoretical framework of Learning Region by Rutten and Boekema. The main examined relations were triangular interconnections between regional innovation policy, institutional set-up and companies. The theoretical framework was confronted during in-depth interviews with experts recruited from regional enterprise animating institutions. Those experts play crucial role in fostering institutional density which is stressed by Asheim as one of the most important components of learning region concept. Research was conducted in all four sub-regions of the viovodship which differ from the cultural context as well as level of developement and industrial tradition.
