Environmental Policy Integration in Regional Development – Implementation Problems in Central Europe Countries

From the 1980’s the redistribution system of European Community (EC) resulted the implementation of bigger and bigger projects and plans. The reforms of Cohesion and Structural Funds resulted in the tool of Strategic Environmental Assessment (SEA) (in the 2001/42/EC Directive) as a realisation of a method which helps planners and decision-makers integrate environmental and sustainability considerations (policy) into planning activities (land-use planning/regional development). Consequently the implement of SEA is a tool of Environmental Policy Integration (EPI). However, implementation of SEA has several problems regarding to the lack of information, (expert) knowledge and resources (financial and human resources as well). During the lecture I would like to present role of SEA and the implementation problems in Hungary, in Poland and in Slovakia partly based on the EU FP6 Research Program’s result of G-FORS.
